What is this APC tow truck thingy?

Recently walking behind Canada's parliament building I came across this thingy. Clearly the vehicle in the background is a Bison Coyote Armoured Personnel Carrier

What the hell is the other vehicle in the foreground? It looks like a tow truck for Bisons. Does anyone know?

In a battle zone, it'd be useless. No armor. But I imagine it's an on-the-fly repair truck to keep a column moving. We have similar trucks in Murica.

looks like Recovery Vehicle. Don't know that it's a Combat one as they are usually tracked and based on apcs or tank chassis. Think bad ass tow truck.
